CYPHER LEAGUE | OFFICIAL RULEBOOK
Professional. Structured. Elite.
CYPHER LEAGUE OVERVIEW
Cypher League is a competitive 4v4 Call of Duty league engineered for advanced
amateur teams. We operate in the space between open-entry brackets and pro-level
circuits, providing a bridge for teams that demand more structure and
accountability than casual play, without the barrier of high entry fees.
If your team has outgrown inconsistent rec leagues, Cypher League delivers three
core pillars: structured competition, active staff enforcement, and real prize money.
Every match adheres to the official CDL ruleset and competitive format to ensure
consistency, legitimacy, and a professional experience from week one to finals.
Competition Format
All matches utilize the 4v4 CDL ruleset and the current CDL map pool. The
competitive rotation includes Hardpoint, Search & Destroy, and Overload. Each
series is played as a Best of 5, with full veto and ban phases executed prior to every
map to maintain strategic integrity and fair map selection. Competition level is
actively monitored and enforced to ensure you compete against teams at your true
skill level, eliminating ringers and smurfs from the bracket.
Eligibility
Cypher League is designed for competitive players, free agents, and advanced
amateur teams who value structure, discipline, and fair play. This division is
specifically built for teams that have surpassed the inconsistency of recreational
leagues and are seeking a more serious competitive environment.

Players who are ineligible for participation include current professional players,
players holding pro points, and any player who has played in any major for
challengers/pros. This restriction preserves the competitive balance and ensures
the league remains dedicated to its advanced amateur foundation.

ROSTER RULES & STANDARDS
Rosters are verified prior to competition to confirm eligibility and competitive
standing. No ringers or smurfs are permitted.
Team Leadership & Responsibility
The Team Captain is responsible for overseeing the majority of team operations,
communication, and administrative duties. The Co-Captain serves in a support
capacity, assisting with responsibilities as needed and assuming leadership in the
event the primary Captain is unavailable. Both the Captain and Co-Captain must be
the two most active and consistently responsible members of the team’s
management. Leadership accountability is required to maintain organizational
standards throughout the season.
Roster Composition & Player Eligibility
Each team roster is limited to six active player slots. Every user may only be
registered as a PLAYER on one team within Cypher League at any given time. This
restriction is strictly enforced to preserve competitive integrity and prevent roster
abuse.
Substitute Player Rules
Substitute players are subject to specific eligibility restrictions during the regular
season and playoffs:
Subs on an Active Roster:
A substitute who is listed as a player on an active Cypher League roster is eligible to
participate in matches with the team they are rostered on, they are not eligible to
sub for any other active team within Cypher League. This limitation applies to ALL
teams.
Subs Not on Another Active Roster:
A substitute who is not registered on any other active roster is eligible to participate
in any and all games throughout the regular season without restriction.

Playoff Eligibility:
During playoffs, substitutes who are listed on another active roster are not
permitted to participate in any games with their primary roster. Additionally,
substitutes who are not on another active roster are also ineligible to play during
the playoff stage. Playoff competition is restricted to the six registered active players
on each team’s official roster.
Emergency Substitutes:
Emergency Substitutes are allowed if agreed upon by both teams. Substitutes
usernames and Activision IDs must be provided when asked. All subs must be
tagged and agreed upon in match threads.
Roster Changes
All roster changes must be completed at least 24 hours prior to a scheduled match
to be considered eligible for that game. This 24-hour requirement is enforced to
prevent last-minute manipulation and ensure fair competition for all teams.
Players who are currently listed on an active roster cannot be added to another
team under any circumstances. Players may only be added to a roster during the
initial signup period, or if they have officially left an active Cypher League team and
are joining a different active team within the league.
ALL roster changes must be submitted and processed through a ticket. No changes
made outside of the ticketing system will be recognized or approved

GRACE PERIODS & MATCH OPERATIONS
GRACE PERIODS & STALL PENALTIES
Grace Periods
The 15-minute window is known as the grace period or no-show time limit. A
total of 30 minutes is the maximum allowed time for delayed starts with official
Cypher League admin approval.
The 15-Minute Rule: Teams have a 15-minute window after the scheduled match
time to get their full roster ready and in the lobby. Showing up after this 15-minute
grace period without prior approval is considered a no-show and results in a Map 1
forfeit.
The 30-Minute Maximum: If a team communicates with Cypher League admins
AND their opponents prior to the deadline, they MAY be granted an extended delay.
However, the absolute limit for this permitted delay caps at 30 minutes. Failing to
present a full team after 30 minutes results in a series forfeit.
Stall Penalty
1st penalty: Warning
2nd penalty: Map 1 loss
3rd penalty: Match loss
Stall penalties happen when a team attempts to stall a match by disconnecting
multiple times, continuously waiting out the grace periods, etc.
Cypher League admins reserve the right to exempt a team from a stall penalty AND
ask for recordings, VODs, clips, and screenshots for proof of bad connection AND why the delay.

Broadcasting & Compliance (streaming requirements)
• All matches formally casted. Casters assigned by Staff
• Players with Staff on their team are required to stream
• Allegations with VOD/clip proof may require compliance checks: task
manager visible, monitoring software, etc.
Team VC + Match Thread Requirement:
Team VC Mandatory: All players must be in their designated team VC within the
Cypher League Discord for the duration of any live match. This applies from checkin through final map.
Leaving VC during a match = forfeit risk.
Why: Ensures communication integrity, prevents outside comms, and keeps all
teams accountable to league standards.
Stream Links in Match Threads: If any player or team is streaming a live match,
the stream link must be posted in that match’s designated match thread before Map
1 starts.
Why: Keeps streams visible for staff, casters, and opponents. Prevents hidden
streams and protects competitive integrity.
Violations: Failure to comply will result in warnings, map forfeits, or further

GENTLEMEN’S AGREEMENTS
| GA Policy - Standalone |
Definition & Purpose
A Gentlemen’s Agreement, commonly referred to as a “GA,” is a standardized competitive rule set
applied universally across all Cypher League matches. GAs exist to define and enforce competitive
integrity beyond the base CDL ruleset by restricting mechanics, tactics, or exploits that are
considered unsportsmanlike or detrimental to fair competition.
Universal Standard
All GAs in Cypher League are universal and mandatory. They do not require mutual agreement
between teams to be enforced. Every team is expected to know, understand, and comply with the
established GA list prior to competition. Enforcement is handled by Staff and Game Administrators
as part of match integrity.
Reasoning & Precedent
The necessity for standardized GAs is demonstrated by precedent at high-level competition. During
the Challengers bracket of Major 3, an incident occurred where one team threw two smokes in
violation of competitive conduct standards. Because the rule was classified as a GA, the opposing
team suffered a competitive disadvantage and lost the match, yet the offending team faced no
penalty due to the nature of how GAs were handled at that event.
Cypher League established its GA policy to prevent that outcome. By making GAs universal
standards rather than optional agreements, we eliminate ambiguity, protect competitive fairness,
and ensure no team benefits from exploits that undermine the spirit of competition.
Additional Agreements
The universal GA list represents the baseline competitive standard for all matches. No team is
required to “agree” to these rules — compliance is mandatory.
If either team wishes to implement additional restrictions or house rules beyond the official GA list,
those terms must be mutually agreed upon by both teams prior to the match. Any additional
agreements must be confirmed and documented through Staff before the series begins. If no
agreement is reached, only the official universal GA list will be enforced.
Enforcement
Violations of universal GAs will be treated as rule infractions and subject to Staff review, penalties,
or match resolution at the discretion of Cypher League administration
